Nobody comes to South Korea expecting a desert. Yet roughly 19 kilometres from the North Korean coast, on a border island most Koreans have never visited, there is a genuine sea of sand. Locals call it the Korean Sahara. It once covered 660,000 square metres, which is about seventy football pitches of open dune. Today, most of it is gone. The story of how Korea sand dunes vanished is not the story you would expect, because the sea did not take them. A forest did.
That forest was planted on purpose, by people trying to help.
Korea sand dunes rarely make the news, and when they do, the framing is usually wrong. Foreign coverage treats them as a quirky travel item. Korean coverage treats them as an erosion statistic. Both miss the mechanism, which is far stranger and far more instructive than either version.
Start with the arithmetic, because it is brutal. In 2008, surveyors put the Okjuk-dong dune field on Daecheong Island at roughly 660,000 square metres. By 2015, the estimate had fallen to about 160,000. That is a loss of roughly 75 percent in seven years.
For comparison, imagine a small city park shrinking to the size of its own car park. Meanwhile, no dramatic storm arrived to explain it. No seawall was built across the beach. Instead, the sand simply stopped being delivered.
Among Korea sand dunes, Okjuk-dong is the clearest case study precisely because the timeline is so compressed. Seven years is short enough that the same residents remember both versions of the landscape.
What remains still looks impressive from a distance. The dune field runs about 1.6 kilometres long and 600 metres wide, climbing from the shoreline to roughly 40 metres above sea level. Photographers still make the four-hour ferry trip for it. However, the ridge lines that used to shift with every winter wind now sit oddly still, held in place by grass and scrub that would never have survived on live sand.
A coastal dune is not a pile of sand. Rather, it is a conveyor belt that happens to look like a pile of sand.
The process is simple enough to sketch on a napkin. Waves push sand onto the beach. The beach dries at low tide. Then wind, usually the strong northwesterly that hammers Korea’s west coast every winter, lifts the dry grains and carries them inland. Eventually the wind slows, drops its load, and a ridge begins to build. Over centuries the ridge grows, migrates and reshapes itself.
Crucially, the whole system depends on movement. Sand must arrive, and sand must be free to travel. Consequently, anything that interrupts either half of that equation starves the dune, even when it looks like protection from the outside.
This is why Korea sand dunes fail in ways that surprise people. A cliff erodes visibly, and a beach narrows in a way anyone can photograph. A dune, by contrast, can die while looking greener every year.
Korean dunes are old. At Taean, the Sinduri dune field began forming around 15,000 years ago, as the last ice age released its grip and sea levels rose. In addition, the serious growth came later, roughly 6,000 years ago, once sea levels stabilised and the conveyor belt could run steadily. These are landscapes built on a geological schedule. By contrast, they can be dismantled in a single human lifetime.
Life next to a working dune field is not romantic. Sand blows into houses. It buries vegetable plots, clogs wells, coats laundry and finds its way into rice. Residents of Daecheong Island lived with exactly that for generations.
So in the 1970s, the state did what states did everywhere in that era. It planted pines.
Windbreak forests went in along the coastal fringe, and they worked. Sand stopped blowing into the village. Families stopped sweeping their yards twice a day. For the people living there, the pines were an unambiguous success, and many still see them that way.
Nevertheless, the pines did something else at the same time. A windbreak does not merely block sand from reaching the village. It blocks sand from reaching the dune, and Korea sand dunes need that delivery to stay alive. Wind that used to travel unimpeded from beach to ridge now hits a wall of trees and drops its cargo at the treeline. As a result, the conveyor belt stopped upstream of its destination.
Similar windbreak programmes ran along much of the west coast during the same decades. As a result, the mechanism that hollowed out Okjuk-dong is quietly at work across other Korea sand dunes too, just more slowly and with less documentation.
The dune did not disappear because sand was removed. It disappeared because sand stopped arriving, while vegetation crept over what was already there. In other words, the desert was not destroyed. It was slowly buried by its own bodyguard.
Foreign readers usually meet Korean environmental news through a climate frame. Sea level rise, stronger typhoons, warmer water. Those pressures are real, and they matter for the coast. Still, they are not the main character here.
The Daecheongdo collapse has a much less fashionable cause: a sediment budget that was altered by a well-intentioned public works decision. Sediment budgets are the accounting ledger of a coastline. Sand comes in from rivers, cliffs and offshore banks. Sand leaves via currents, wind and human extraction. When the ledger goes negative, the coast shrinks.
Korea has run that ledger into deficit repeatedly, and not only with pines. River dams trap sediment that used to reach the sea. Harbour breakwaters interrupt longshore drift. Sand mining removes material directly. Roads, car parks and pensions cover the back of the dune, so the system loses the space it needs to migrate inland.
For instance, the same pattern shows up on Jeju, where researchers count 24 dune sites and estimate that more than 70 percent have been degraded, largely by artificial structures. Therefore the Daecheongdo case is not an island oddity. It is a national pattern with an unusually clear diagram.
Framed that way, Korea sand dunes are less a conservation topic than an infrastructure one. Somebody built something upstream, and the ledger moved. Above all, that makes the problem fixable, which is not true of sea level rise.
Every year, Korea’s Ministry of Oceans and Fisheries grades stretches of coastline from A to D, where C means “of concern” and D means “serious.” The 2025 results looked like good news. Among 229 survey districts, the share graded C or D fell from 65.3 percent in 2024 to 44.4 percent, leaving about 100 sites in the two worst bands. Of the districts analysed, 140 held their grade, 73 improved and only 12 got worse.
A 20.9 percentage point improvement in one year sounds like a policy triumph. However, read the explanation and the picture changes. Officials attributed much of the gain to weather: no typhoons reached the country that year, and high waves above 2.5 metres appeared less often and for shorter periods.
In short, the coast got a quiet year. Quiet years are not a management strategy, and they do not restore a sediment budget. Moreover, the survey measures shoreline retreat rather than dune health, so a dune can be suffocating under vegetation while its beach grades perfectly well. Anyone reading the headline number as proof that Korea sand dunes are recovering has misread it.
Incheon Metropolitan City knows the diagnosis. The proposed treatment is straightforward on paper: remove the minimum amount of pine forest required to let sand move again, while keeping enough cover that the village is not buried.
A feasibility study was completed in 2024. Officials then pushed to get the follow-up into the 2025 main budget. Since then, however, no trees have been cut and no restoration work has begun.
The reason is not bureaucratic inertia alone. It is that roughly 1,500 people live on Daecheongdo, and a meaningful number of them do not want the windbreak touched. Their objection is entirely rational. They are the ones who will sweep the sand, and they remember what the island was like before the pines. A dune field is a tourism asset and a scientific treasure. It is also, from a kitchen window, a nuisance that gets into everything.
This is the part outside observers tend to miss. Above all, restoration here is not a fight between developers and environmentalists. It is a negotiation between conservation science and the people who actually live with the consequences. Consequently, the project moves slowly, and the dune keeps shrinking while everyone talks.
The island’s demographics make the stakes sharper. Daecheongdo covers 12.63 square kilometres and sits inside Ongjin County, close enough to the Northern Limit Line that maritime tension is part of ordinary life. Tourism and fishing carry the economy. If the dune goes, one of the island’s few distinctive draws goes with it, which is precisely why the argument is so difficult.
Two hundred kilometres south, a different outcome shows what early intervention can do. Not all Korea sand dunes are on the same trajectory.
The Sinduri dune field in Taean is the largest in the country. It stretches 3.4 kilometres along the coast, varies between 500 metres and 1.3 kilometres wide, and covers roughly 1.7 million square metres inside its protected boundary. In 2001, following a campaign led by the Korea National Trust, it was designated Natural Monument No. 431.
That designation arrived late but not too late. The southern section had already been damaged by development, including a golf course, and pensions continue to press against the edges. Yet the core survived, and what survived is remarkable.
The dunes host the Mongolian racerunner, the gold-spotted pond frog and the narrow-mouthed toad. In addition, they support Korea’s largest colony of rugosa rose, alongside Asiatic sand sedge, beach silvertop and sand heliotrope. Behind the ridge lies Du-ung wetland, a freshwater pond fed by water filtered through the dune itself. Despite covering only 6.7 hectares, it holds 264 vascular plant species and is registered as a Ramsar site.
That wetland illustrates the hidden function people forget. Korea sand dunes are aquifers. Rain soaks into the sand, sits above the saltwater below, and feeds ponds and wells inland. Remove the dune and you do not simply lose a view. You lose a freshwater lens and a storm barrier at the same time.
Visiting is easy, which is the other lesson. The Sinduri Dune Centre charges nothing for entry or parking, closes on Mondays, and anchors three marked trails: 1.2 kilometres in about half an hour, 2 kilometres in an hour, or 4 kilometres in two. For a landscape this rare, the access is absurdly casual.
The third approach is the bluntest: close it.
On Ui-do, an island roughly 65 kilometres from Mokpo, the Pungseong dune rises about 50 metres with a slope face around 100 metres long, pitched at 32 to 33 degrees. It is the tallest sand feature in the country and, in photographs, the most convincingly Saharan.
It also took a beating. Through the 1970s and 1980s, visitors treated the slope as a sledging hill, and the damage was severe enough that authorities eventually restricted entry, with the most recently published closure running to the end of 2025. Walkers can still reach the summit via a forest path, but the sand face itself has been off limits. Anyone planning a trip should confirm the current rules before booking a ferry, since island access notices change often.
Locking a gate is not restoration. Still, it is honest about the trade-off, and it buys time that Daecheongdo has been spending instead. Between them, these three sites cover the full range of options currently applied to Korea sand dunes: designate, close, or argue.
Korea is not the first country to plant trees on its dunes and regret it. In particular, northern Europe made the identical mistake at a much larger scale, then spent decades unwinding it. The playbook for saving Korea sand dunes has therefore already been written elsewhere, and it is public.
Denmark holds roughly 80,000 hectares of coastal dunes, of which about 30,000 hectares were afforested. The western dune belt runs largely unbroken for some 300 kilometres, from Skagen down to Skallingen. Around 500 years ago, drifting sand there advanced up to 8 to 10 kilometres inland, swallowing farms and villages, so authorities responded with fences, marram grass and, later, large conifer plantations.
Then the thinking changed. Danish managers now describe natural dune habitat as something hidden by the pines rather than protected by them, and state forest districts run regeneration projects that convert plantations back toward open dune through harvesting, grazing and controlled burning.
The Netherlands went further. Dutch managers at Zuid-Kennemerland National Park and the Noordhollands Duinreservaat excavated five notches through the front dune ridge, deliberately reopening pathways for wind-blown sand. That approach, known as dynamic dune management, treats mobility as the goal rather than the hazard. Fresh calcium-rich sand blowing inland counteracts soil acidification, new white dunes form, and isolated habitat patches reconnect.
Most ambitiously, the Dutch built the Sand Motor in 2011, dumping 21 million cubic metres of sand into a hook-shaped peninsula and letting waves and wind distribute it along the coast. A decade later, roughly 60 percent of the redistributed sand had moved onto beaches and dunes, the feature had widened from 2 kilometres to 5, and new dunes up to three metres high had formed. Feeding the ledger, in other words, works.
None of this transfers to a 12-square-kilometre border island unchanged. Nevertheless, the underlying principle scales down neatly: stop trying to hold sand still, and start managing where it is allowed to move.
Three questions decide whether Korea sand dunes survive the next twenty years.
First, who owns the sediment budget? At present, responsibility is scattered. Forestry agencies manage windbreaks. Heritage authorities manage designated monuments. Ocean and fisheries officials grade erosion. Local governments handle tourism and residents. No single office is accountable for whether sand actually reaches a dune, so nobody is obviously failing when it does not.
Second, who compensates the households? Any honest restoration on Daecheongdo imposes a real cost on real people, and the current plan asks them to accept it in exchange for a public good they may not personally value. Meanwhile, funding a genuine mitigation package, such as household screening and windproofing, would cost a fraction of the tourism revenue at stake.
Third, what happens to the land behind the dune? Dunes must be able to migrate landward as sea levels rise. However, where pensions, roads and car parks occupy that space, migration becomes impossible and the dune is squeezed against a hard edge. In that scenario the dune drowns, no matter how many trees are cleared. Coastal setback rules therefore matter as much as chainsaws.
None of these are exotic problems, and none require new science. They require somebody to own the decision.
Tourism gives that decision a price tag. Island economies in Korea have very few assets that cannot be copied on the mainland, and a working sand desert is one of them. Meanwhile, the country is already struggling with the wider economics of rural decline, a pattern visible in everything from ferry schedules to the 1.7 million empty homes sitting outside the big cities. Letting Korea sand dunes disappear removes one of the few reasons anyone has to make the trip.
If you want to see Korea sand dunes while the landscape is still legible, Sinduri is the obvious starting point. It is about two and a half hours from Seoul by car, free to enter, and walkable in an hour. Combine it with Taean’s beaches and the trip works as an easy weekend. Foreign visitors chasing Korea’s less-photographed coastline can pair it with the pebble beaches of the south or the mountain-and-sea combination of Gangwon Province.
Daecheongdo asks considerably more of you. Ferries from Incheon take about four hours in good weather and cost roughly 125,000 to 135,000 won return, with services cancelled outright when seas are rough. Accommodation is limited, and the island runs on a rhythm set by fishing and the military. For travellers who already enjoy Korea’s harder-to-reach coasts, including the divers who have driven Korea’s scuba boom, the effort is the point.
Ui-do sits somewhere between the two, reachable from Mokpo and rewarding for anyone who has worked through the more familiar island itineraries, such as Jeju’s UNESCO volcanic landscape.
Go with the right expectations, though. You are not visiting a desert. You are visiting the surviving quarter of one, held in place by a forest that was planted to save a village and ended up smothering the thing that made the island worth visiting. That contradiction has not been resolved, and until it is, the sand keeps losing.
